In principle, in order to allow the development to operate as intended, Highways are accepting of the proposed plan to temporarily meet Condition 5 of the original planning approval through the documents submitted below, until the approved permanent crossing layout is agreed to then discharge the condition fully.
As proposed, the layout is compliant against the current temporary signal crossing standard (artsm: Guidance on the Use of Portable Traffic Signals). Highways DC see no significant road safety or highway network efficiency issues with the proposal as submitted. Whilst Highways are working with the applicant on finding an approved permanent design in a timely manner, if DEFA are minded to accept the proposal outlined below, we suggest that it may be appropriate to apply a timeframe to this stage of the plan in order to prevent a temporary crossing facility being used for a prolonged period.
Separate from the approval of this submission, Highways note that the traffic management currently deployed at the location does not comply with the drawing submitted here. Highways will be following up to ensure compliance with the current guidance is maintained, but, the applicants should ensure that the crossing layout matches that which is proposed.

I'm not sure if you have had a chance to look at the information submitted late on Friday for the temporary traffic lights at the Roundhouse or if Steve has explained the situation but the plan is to approve the condition with the submitted temporary traffic lights with the understanding that the once they have the permanent crossing the information is resubmitted for the condition to be discharged. As such could I please get your comments on the submitted information regarding the temporary lights at The Roundhouse, Braddan on application 24/10027/AIR as soon as your able.
