In the instance of the submitted application for the discharge of conditions, Hart 15 - 55B - Phase 2 Site Plan Sheet 1 and 2 and correspondence between the applicant and Highway services and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2(v) of application 22/01133/B with the understanding that the cycle parking details shall be carried out as approved prior to the first occupation of each dwelling on the development, and shall thereafter, be retained and maintained for the lifetime of the development.

Officer’s Report
1.0 Description
1.1 The proposed application 22/01133/B for the erection of 73 dwellings with associated access, parking, open space and landscaping was approved on 25.01.2024 subject to 11 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 2(v) which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

"C2v. Prior to the commencement of the development, hereby permitted, full details of all cycle parking for non-garaged plots, shall be submitted to DEFA Planning, and approved in writing. The cycle parking details shall be carried out as approved prior to the first occupation of each dwelling on the development, and shall thereafter, be retained and maintained for the lifetime of the development.
Reason: In the interests of highway safety i), ii) and iii); to ensure that sufficient vehicle and cycle parking provision is provided to serve the development iv) and v); and, to evaluate the measures as implemented in the approved Travel Plan vi)."
2.0 Proposal
2.1 The applicant have now submitted an application for the discharge of conditions, Hart 15 - 55B - Phase 2 Site Plan Sheet 1 and 2 and correspondence between the applicant and Highway services. The plans show the bike shed that they intend to use, which are contained and lockable, as well as their placements within the development in the rear gardens of the homes without garages.
3.0 Consultation
3.1 Highway Services were consulted by the applicant prior to submission for advice on the satisfaction of condition. The advice the applicant received on 06.02.2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In the instance of the submitted application for the discharge of conditions, Hart 15 - 55B - Phase 2 Site Plan Sheet 1 and 2 and correspondence between the applicant and Highway services and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2(v) of application 22/01133/B with the understanding that the cycle parking details shall be carried out as approved prior to the first occupation of each dwelling on the development, and shall thereafter, be retained and maintained for the lifetime of the development.
