1.0 Introduction
The purpose of this document is to propose how construction traffic including site personnel movements will be safely controlled at the Eden Park Development for the construction of Zone A and access road to Zone B, C and D.
1.1 Scope
The works comprise the construction of a commercial unit comprising of 16No light industrial / industrial / storage / distribution units. The works will include all infrastructure and landscaping for future Zones.
The construction of Zones B, C and D are approval in principle and not considered in this report. However, the main spine road serving this area has been considered and will provide the construction access routes to these areas.
1.2 Issues and Revisions
The plan will be available electronically and available on the project portal for general access. The Plan will be managed and regularly updated by the Project Lead with assistance of the Project Management, Design Team, and Directors.
1.3 Responsibilities
The Hartford Homes Design Team on behalf of its clients Eden Business Park Ltd approves and supports this document as the principal document demonstrating access for the construction traffic.
The Hartford Homes Design Team is responsible for authorizing and maintaining this document.
The Site Manager is responsible for ensuring all project personnel are aware of the contents of this Traffic Management Plan and understand their role in fulfilling the project obligations.
Project personnel, including all subcontractors and suppliers, are to comply with the requirements of this Traffic Management Plan and make the site manager aware of any potential breach or concerns as soon as possible.
2.0 Site Working Time
It is proposed that the construction will be undertaken between 8.00 and 18.00 Monday to Friday; between 8.00 and 13.00 on Saturday; and at no time on Sundays and/or bank and public holidays. Contractors may work outside these hours if they are not causing any noise to audible at the site boundary. The times can vary on occasions where health and safety prevail.
If work is required outside these times due to emergency or work that must be done out of hours local business and properties will be advised via letter drops.

3.0 General Requirements
Wheels of site vehicles will be cleaned before they leave the site, where possible. This will be supplemented by road sweeping to clean roads as required; this will prevent tracking of mud and debris onto surrounding routes. Such washing will be undertaken in locations to mitigate the risk of run off entering watercourses or highway.
Haulage routes to and from the development site should be watered as necessary to minimize dust nuisance and should be stabilized/compacted to reduce the off- site transfer of soil and other materials.
Operators will be required to switch off plant engines when not required.
Ensure vehicles and plant are not overloaded to prevent laboring.
The vehicle fleet will be well maintained, and consideration given when acquiring new vehicles and planting emissions.
The schedule of deliveries will be coordinated by the Site Manager.
Site speed limits on access roads will be set to 20mph and promoted.
All site traffic should keep to designated haul routes to reduce the breakdown and subsequent entrainment of fine material into the atmosphere.
The site compound will be situated as close to the construction site as possible in order to reduce the distance that operators / materials must travel and maybe moved to reflect this.
The site entrances form, a soon as reasonably practical, the road would be constructed up to base course level to reduce mud on the existing highway.
The internal roads within the development would be constructed up to base course level as soon as possible to further help reduce mud and assist in delivering materials to the working area.
As much parking to be provided on site for site operators and visitors within the site to reduce parking on the existing network. Car sharing will be encouraged to minimize trips.
There would be deliveries most days to site and the maximum sized vehicle would be articulated wagons. On site hard standing areas would be formed in each working area suitable for unloading and turning within the site boundaries.
Suppliers will be asked to check in advance of deliveries that the unloading area is available and that the site has the ability to receive the goods.
At no time Public Highways will be used for unloading.
For offsite drainage works and service connections traffic management would be employed, and letter drops to keep residents informed prior to works commencing.

The site is located within walking and cycling distance to residential areas of Douglas and is located close to the bus network. Employees will be encouraged through toolbox talks on the benefits of active travel and locations of the
4.0 Zone A Construction
Where possible earthworks to be retained on site and minimize removal from site.
See Appendix A for the Proposed pedestrian and traffic routes through Eden Park.
All vehicles entering the site will be able to turn on the site and leave through a forward gear.
A separate access gate and route to cabins will be provided for pedestrians.
Letter drops will be distributed to the existing business in Eden Park providing updates on the progress of the works and informing them of any works that may impact on there day-to-day operations.
Road Sweeping will be employed when required to keep access way clean.
5.0 Infrastructure Works for Zones B, C and D
All access for pedestrians and traffic will be via the Jacksons Roundabout on Cooil Road as indicated in Appendix B
All vehicles entering the site will be able to turn on the site and leave through a forward gear.
Where possible earthworks to be retained on site and minimize removal from site.
Letter drops will be distributed to the existing business on the access road providing updates on the progress of the works and informing them of any works that may impact on their day-to-day operations.
Road Sweeping will be employed when required to keep access way clean.
Existing footpaths will be extended as soon as possible to the site boundary to provide separate access for pedestrians. While the roads and pedestrian routes are constructed lane separation barriers will be used.

6.0 Existing Highway
Prior to the commencement on site photographic condition survey of the access roads will be carried out and distributed to the highway authority and the clients access road.
Any damage arising from the construction will be made good as soon as practically possible.
See Appendix C for the wider network. The development site is well connected to the primary routes around Douglas to the wider which will minimize HGV deliveries using the district routes and removing and need to use the local and access roads.
The site is located adjacent to the following bus routes.
4,4B, 4N, 14 and 14B regular services to Ballaughton Manor Hill, Foxdale, Peel and Niarbyl on Monday to Friday and Saturdays.
21B regular services to Pulrose, Anagh Coar and Farmhill on Mondays to Friday and Saturdays.
7.0 Off Site Works
The proposed development does require some offsite works as follows. i) Provision of crossing points and tactile paving to the existing footway along Cooil Road. ii) Extension of Cycleway and formation of Bus Stop along Cooil Road. iii) Laying of pumped sewer along Cooil Road to Cooil Drive.
These works will require localized traffic control to be provided for the duration of works. It is not anticipated that these works will not require any diversion of the highway.
