In this instance of the submitted bollard - black louvred, core wall LED17-35S PSU IP65 OA BK (1), Darksky Approval Certificate, GELS030040 Rev B Car Park Lighting and EV Charging Station, Philips LumiStreet Gen 2 BGP291-Street Light Head and Spaldrick Signify Perimeter Lighting Design and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of application 17/00947/B.

Officer’s Report
1.0 Description - 1.1 The proposed application 17/00947/B for the demolition of existing building and erection of a 72 bedroom residential care home with associated car parking, access, landscaping and highway alterations was approved on 26.03.2018 subject to 11 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 6 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:
"C6. Prior to the occupation of the building hereby approved, an external lighting scheme shall be submitted to and approved in writing by the Planning Authority, and lighting shall be installed in accordance with the approved scheme. Such a scheme shall include the position and strength/intensity of the lighting units, including any hooding. Reason: In the interests of security of the care home residents; and of protecting public and environmental amenity."
2.0 Proposal - 2.1 The applicant's agent have now submitted bollard - black louvred, core wall LED17-35S PSU IP65 OA BK (1), Darksky Approval Certificate, GELS030040 Rev B Car Park Lighting and EV Charging Station, Philips LumiStreet Gen 2 BGP291-Street Light Head and Spaldrick Signify Perimeter Lighting Design. These documents show the proposed external lighting for the development, incorporating hooded lights and showing the details of the lighting around the site including positions and intensity of the lighting which strikes a good balance of providing security for the care home residents and protecting public and environmental amenity.
3.0 Recommendation - 3.1 In this instance of the submitted bollard - black louvred, core wall LED17-35S PSU IP65 OA BK (1), Darksky Approval Certificate, GELS030040 Rev B Car Park Lighting and EV Charging Station, Philips LumiStreet Gen 2 BGP291-Street Light Head and Spaldrick Signify Perimeter Lighting Design and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 6 of application 17/00947/B.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
