In this instance of the submitted application for the discharge of conditions and 04.32 Ecological Plan revB and after consultation with the DEFA ecopolicy officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 5 of application 23/00451/B with the understanding that the nests on the ecological plan rev.B shall be implemented, retained, maintained and kept available for those specific uses.

Officer’s Report
1.0 Description
1.1 The proposed application 23/00451/B for the erection of 13 terraced & semi-detached dwellings on the site of 9 previously approved detached & semi-detached dwellings on no.s 19 to 23 & 30 to 33 Faragher Road, and amendments to rear plot boundaries and adjacent footpath, bin collection point & parking spaces for no.s 40 & 41 Faragher Road was approved on 24.07.2023 subject to 17 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 5 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

24/10004/AIR "C5: Within 3 months from the date of this decision, a plan showing ecological mitigation measures that can include bat and/or bird box being installed to properties or to landscaped areas to ensure long term nesting space and shall be implemented, retained, maintained and kept available for those specific uses.
Reason: In the interest of ecology and biodiversity." 2.0 Proposal
2.1 The applicant's agent have now submitted an application for the discharge of conditions and 04.32 Ecological Plan revB which show the proposed location of 9 sparrow nest bricks located in the gables of properties around the site and 4 starling nest boxes mostly location around the Parkfield open space and one located on the southwest side of the site in the back garden of plot B6. Included on the plan are images of the two types of nests.
3.0 Consultation
3.1 The Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 19.01.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application for the discharge of conditions and 04.32 Ecological Plan revB and after consultation with the DEFA ecopolicy officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 5 of application 23/00451/B with the understanding that the nests on the ecological plan rev.B shall be implemented, retained, maintained and kept available for those specific uses. __
I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
