Preamble 1.1 The application is accompanied by a statement from the applicant about why they believe the proposal meets each of the criteria as set out below. This is not a requirement, but is helpful. The plans provided show the impact of the changes, although could have been more clearly annotated and so have had to be viewed alongside the original plans.
1.2 This application has been finely balanced, and it could be argued that the level of changes proposed goes beyond a Minor Change. This is the only aspect of this application where there is any doubt. However, the nature of the change, the nature of the site, the orientation of the buildings and elevation which would be changed and the relationship with the surrounding buildings and area have been considered. Overall the findings the applicant has put forward are agreed with and it is considered that this can be considered as a Minor Change application. This finding is finely balanced and a similar level of change on a different site/context may not necessarily be viewed in the same way.
