Parking is very tight on Grosvenor Road. Residents of Grosvenor Road already frequently cannot park near their home. Cars often park illegally and on the pavement, causing a hazard for adult pedestrians, children, wheelchairs, prams and pushchairs. Commercial vehicles crowd the street on the weekends and evenings. Converting 6 Grosvenor Road into flats creates the potential for up to 3 - 6 more vehicles on the street, which is now materially beyond its capacity for parking. Grosvenor Road already provides parking for the bowling club, tennis courts and the Youth Club. Staff from the Puddle-Duck Nursery park here. Residents of Bucks Road, Demesne Road, Kensington Road and Raphael Road use Grosvenor Road for parking. Over-development of flats on Desmesne Road and Bucks Road has caused major parking issues that already directly impact us. We do not want another single-family home converted into flats on this over-crowded street. Grosvenor Road is beyond its limit. PRESERVATION OF THE CONSERVATION AREA. The government supports Grosvenor Road as a conservation area. Residents are expected to maintain the exteriors within the conservation rules. Residents of the houses on this street value this and are willing to abide by the rules that go with it. We have lived on this street for 5 years and next year we plan to re- surface the front exterior. When a house is converted into flats and if these flats have separate owners, then the exterior often suffers because it is difficult to agree on repairs and associated costs, leading to the deterioration of the homes. It also makes it difficult for adjoining houses who share structural or damp issues to coordinate to fix the problems. Pressures on this area include Tracey Belles beauty supermarket, the old bakery, dental surgeries, the Puddleduck Nursery. If the government is serious about preserving this area, why not help the willing residents keep it beautiful. SAFETY. Children who live on the street or who walk through here to get to the local school are at risk because of the illegal parking and turning that constantly occurs on this cul-de-sac. It would be irresponsible to increase the problem by permitting more flats.

I write in relation to your client's above mentioned planning application currently being considered by the Planning Authority. I have now conducted a site visit, assessed the plans, and considered the representations received during the consultation period. Subsequently, the proposal has raises one main material planning concern in relation to the provisions of parking to support the requirements of the prospective residents of the apartments. The Highways Division have said that ideally 5 car parking spaces would be required for the proposed development given the total number of bedrooms in the building, however a minimum of 3 would be required. They have also expressed their concern that the proposed development would likely intensify existing on-street parking problems on Grosvenor Road, given no parking spaces have been provisioned within the curtilage of the site. Furthermore, several neighbours have submitted representations objecting to the proposal primarily on the basis the proposal would add to on-street parking congestion. It is accepted that when the application property was originally built little consideration was given to accommodating motor vehicles and understandably restricts the scope for provisioning on-site parking. Appendix 7 in the Isle of Man Strategic Plan 2007 does state that in certain cases parking standards may be relaxed, however this has to be balanced against its impact on highway functions and its benefit to the Conservation Area. As such, I would like to provide your client with the opportunity to submit a 'parking study' to demonstrate how the proposed apartments can be provisioned with suitable parking and support the notion that the proposal's benefits outweigh its possible drawbacks. Subsequently, I would be grateful if your client could submit the study to the Planning Office marked for my attention within the next 14 days.
