Highway Comments
The key highway issue relates to access visibility in the context of approved application 15/00723/B.
Planning approval 15/00723/B relates to the construction of 4 office units with associated car parking. The approved proposals include lowering the front boundary wall to a height of no more than 900mm in order for safe access visibility to be achieved. The supporting letter from the agent states that the temporary use of the car park 'relates to the extant planning permission on the site', therefore the boundary wall needs to be lowered in accordance with the planning approval.
From the supporting information to the application it appears that the wall has not been lowered and the car park access is therefore not in accordance with the planning approval. The access should also be surfaced in bound and stable material over its entire width over a minimum distance of 5.0m back from the highway boundary.
Until suitable access visibility and surfacing has been provided the use of the car park is not acceptable in terms of highway operation and safety.
