Planning Application 18/01057/B Demolition of part wall and creation of vehicular access and driveway (in association with 18/01058/CON) at 10 Sartfell Road, Douglas Isle Of Man IM2 3LZ
The above application was placed before the Council's Environmental Services Committee at a meeting held on 19th November 2018. Following consideration of the application the Committee resolved that Douglas Borough Council objects to the proposals. The reason for the objection is as follows.
1) The proposed development is within a Conservation Area with its own unique character and appearance including the existing street scene. The development in the Council's opinion would be detrimental to the local amenities of the area as it does not ensure that the existing features and character are maintained and protected. In the Committee's opinion this is contrary to paragraph 7.29 .2 of Environmental Policy 35 of the Isle Of Man Strategic Plan 2016. In considering the application, the Committee made a comparison with the application for off-street car parking at 51 Brunswick Road, against which it has not objected. The Committee felt that in the Sartfell Road application the character of the Conservation Area was impacted to a greater extent because the proposed drive is located in front of the building rather than to the side, that the garden itself is much smaller than at Brunswick Road and the Sartfell Road property is part of a terrace rather than being a semi-detached house and that the driveway would therefore affect the character of the whole terrace.
In reaching this decision the Committee raised concerns about the lack of local guidance in relation to off street parking within conservation areas. We ask that the Planning Committee consider issuing guidance in relation to off street parking in conservation areas with a particular view on the potential need for homeowners to charge electric vehicles.
