Date of Response: 20/08/19 Date of Application: (12/07/19) Application Reference: 19/00713 Location: 61 Port E Chee, Douglas. IM2 5EU. Description: Creation of an Off Road parking bay. Highway Comments: The creation of a new parking bay off Port E Chee in the location provided requires good visibility in either direction so that vehicle can emerge safely onto the public highway. The applicant has demonstrated visibility measured 2.4m back from the carriageway edge but in this particular case, 2.0m as a set- back is considered acceptable which further improves the line of sight for a driver to see in either direction. Visibility is protected as a result of the footway running directly in front of the site. Whilst the creation of a new access will displace on street car parking, this is not considered to be enough of a reason to warrant any refusal...nor is the fact that visibility maybe obstructed to some extent by a parked vehicle. Furthermore, it is also acknowledged that Port E Chee is a residential road with relatively low speeds and limited volumes of traffic reducing the risk of a collision between a vehicle exiting the site and another passing the site. As a result, the proposals are considered acceptable form a highway aspect. The design of the parking bay will require a structural design so that it is supportive of the weight of a vehicle at road level. Furthermore, the parking should be designed so as not to interfere with the structural integrity of the public highway. Therefore, should you be mindful to approve this application, please attach the following condition; Prior to development commencing, a scheme shall be submitted to and approved in writing detailing the parking bay and its construction. The construction of the parking bay shall not impact on the integrity of Port E Chee / the public highway in terms of its stability. The approved scheme shall be constructed to the satisfaction of the Planning Authority and maintained throughout the life of the development. Please attach a section 109 to the permission to drop the kerb to create a vehicular crossing. Recommendation: DNOC
