DEFER on 28-2-18 Conditions (if any) The proposal is a retrospective application that seeks planning permission for a detached garage that has already been erected. The existing driveway to the property frontage is served by dropped kerbs and has adequate highway visibility. It can accommodate 2 parked cars. There is a field at the rear of the property which has a gated vehicular access adjacent to the dwelling. The detached garage is situated in the rear garden and as part of the development there would be no vehicular access to it as the grass bank would be reinstated in front of it. The garage could not therefore be used to park a car although the application states that it would be used to store bikes and motorcycles which can access it from the dwelling frontage. The applicant has confirmed that the garage would also be used for general storage, a workshop and as a gym for the occupant and her friends. The application includes a proposal for a shower to be installed in the garage which suggests that the gym is to be used for commercial purposes. This would not be acceptable to Highway Services as there is only site parking available to serve the dwelling alone and not any commercial use or visitors. The parking standards in 'The Isle of Man Strategic Plan 2016' requires 1 car parking space per 15sqm of floorspace for leisure uses to serve the

Memo produced 02.03.2018 development. It is unclear what floorspace would be available for the gym and shower room but additional parking could not be provided on the site. The property is located at the junction corner of the A14 Ballamenagh Road/Snaefell View, and it would be unsafe and inappropriate for any parking generated by the gym to occur at the junction or on the adjacent main route of the A14. Highway Services does not oppose the domestic uses of the garage but would oppose any commercial use of the facility which includes the gym and the proposed shower.
