1.0 THE APPLICATION SITE 1.1 The application site is the residential curtilage of Lambourne Cottage, Kirk Michael a mid- terrace two storey Manx cottage located within Kirk Michael Conservation Area. The property is situated along the main road running through the village. The existing property fronts directly on to the road.

1.2 On the front elevation the dwelling has a typical cottage arrangement with two windows either side of the front door and three windows vertically proportioned above. The existing front door is a timber door with non-traditional appearance with a solid base and glazing above with glazing bars.
2.0 THE PROPOSAL 2.1 The current planning application seeks approval for the replacement of the existing front door with a new UPVC/composite door with two solid panel base and two glazed panels above and finished in black.
3.0 PLANNING HISTORY 3.1 There are no previous applications considered to be specifically material in the determination of the current proposal.
4.0 PLANNING POLICY 4.1 The site is located on the Kirk Michael Local Plan 1994 within an area of 'Retail/Residential' and within the Kirk Michael Conservation Area 2006, as such Environment Policy 35 is relevant in the assessment of the application:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

5.1 Michael Parish Commissioners - no objections (01/05/2019).
5.2 The Department of Infrastructure - No highways interest (01/05/2019).
6.0 ASSESSMENT 6.1 Windows and doors are often the most important element in any façade and can often help gauge the age and/or purpose of a building. In the case of this application, the existing front door of the dwelling is not original and no considered to contribute to the wider character of the Conservation Area. Its removal and replacement in this instance with a new composite/upvc door will likely have a negligible impact on the existing arrangement and appearance of the dwelling and will have a negligible impact on the overall character and appearance of the wider Conservation Area.
7.0 CONCLUSION 7.1 Overall, it is concluded that the proposal complies with relevant policies of the Isle of Man Strategic Plan 2016 and that the wider character of the conservation area is expected to be preserved. The application is recommended for approval.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material
