Strategic Policy 1
Requires optimising use of existing infrastructure and sites efficiently. Officer noted mast uses existing church tower, avoiding new freestanding structure.
Strategic Policy 4
Protects heritage settings and prevents environmental pollution. Conditions ensure no harm to Ancient Monument setting or public health via ICNIRP.
General Policy 3
Permits location-dependent essential services outside zoned areas. Telecom mast justified as necessary service with no alternative.
Environment Policy 1
Protects countryside unless overriding national need. Telecom need outweighs protection as mast is non-intrusive on existing structure.
Environment Policy 40
Prohibits harm to Ancient Monuments or settings. Proposal does not impact Andreas Cross Slab; DEFA satisfied with design.
Infrastructure Policy 3
Balances telecom need against environmental impact, presuming against intrusive masts but allowing if no sharing/alternative. Mast sharing not applicable; church tower optimum low-impact site vs 20-25m monopole.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
ICNIRP compliance
All equipment associated with the mast must be designed and installed in full compliance with the requirements of the radio frequency (RF) public exposure guidelines of the International Commission of Non-Ionizing Radiation (ICNIRP) as stated in the Declaration of Conformity with ICNIRP Public Exposure Guidelines for Sure Site IOM 52 (St Andreas Church).
Mast dimensions
The mast hereby approved shall not project more than 2.1m from the top of the church tower, and shall not exceed 100mm in diameter.
Mast colour
The mast shall be painted white and retained as such for as long as it is in place.
Removal if redundant
Within 1 year of the mast no longer being in use, it shall be removed and the church tower restored to its condition prior to the installation of the mast and associated equipment.
No objection provided specifications followed as it would look very similar to a flagpole
no objection
no issue foreseen from height of mast
no need to comment if ICNIRP certification applies
no obligation to comment on privately owned airfield
Andreas Parish Commissioners raised no objections. Registered Buildings Officer had initial concerns about the mast's appearance but indicated they were largely addressed by additional details specifying a slim white-painted design. Civil Aviation Administration had no formal comments due to the airfield not being licensed by them.
