The officer assessed the principle of development as acceptable since the site is zoned Predominantly Residential and the overgrown, underused area for residential garaging expands from the existing s…
General Policy 2
Requires development in residential zones to respect site/surroundings in siting/layout/scale/design/landscaping, not harm character, amenity, or highways/parking. Officer found proposal complies as garaging fits zoning, low height/planting reduce visual impact, no adverse amenity or traffic effects despite minor width shortfall.
Policy R/R/P3
Presumption against developing infill/backland sites providing attractive natural breathing spaces with trees/landscaping. Site is overgrown/underused visual break but not prominent/attractive; loss to garaging acceptable as not high quality and formal green space nearby provides better break.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Landscaping scheme
All planting shall be carried out in accordance with the approved details in the next available planting and seeding seasons. Any tree or shrub which within a period of 5 years from the completion of the landscaping works, is removed, or becomes seriously damaged or diseased shall be replaced in the next planting season with another similar size and species, unless the planning authority gives written consent to any variation. Reason: To ensure that the planting shown on the approved drawings is carried out to ensure that some vegetation is provided as a break from the built structures and to improve the visual appearance of the area.
Residential use only
The garages hereby approved may be used only in association with residential use and for no commercial or industrial purposes. Reason: To ensure that the use of the site remains residential and appropriate to the nature of the area, and to reduce the likelihood of unacceptable levels of vehicle activity and noise impacting the surrounding dwellings.
Support the replacement of the existing garage and erection of the new garages; lower pitched roofs are welcome
Highways objects due to inadequate garage dimensions; Ramsey Town Commissioners have no objection; adjacent property owners support the application conditional on drainage improvements and request DOI road repairs.
Key concern: garage dimensions inadequate (2.7m width vs 3.0m minimum)
Highways Development Control
ObjectionThe minimum size of a garage as recommended in the Manx Manual For Roads is 6.0m in length by 3.0m in width (internal dimensions); Whilst the principle of development is considered acceptable, the dimensions of the garages require amendment.; The proposals are therefore not considered acceptable as they stand and refusal is recommended.
