Description: Temporary use of football ground and facilities as a camp site for the duration of the both the TT Festival and IOM Festival of Motorcycling
Highway Comments: The application is for 188 pitches. The proposed campsite would use the existing primary site access to the car park. There are also two existing secondary accesses, one for each field, which the applicant states are to be used for emergency vehicles and maintenance vehicles. These two accesses are very close together but this should not create vehicle conflicts due to the low level of vehicle movements proposed. However, Highway Services request that a planning condition is included to ensure that all visitors/campers use the existing primary access only to avoid vehicle conflicts and maintain highway safety.
The application form states the existing site car park provides 65 spaces but it does not appear to be in place as shown on 2019 Google Earth images. Based on the car park area shown on the site plan submitted, where the spaces have not been marked out, it is estimated that it could accommodate approximately half this number of parked cars. It could accommodate more motorcycles which may also be able to use space on the fields between the proposed pitches. A planning condition is requested for the applicant to provide sufficient site parking prior to first use of the site as a campsite. As part of this, the applicant would need to justify the level of car and motorcycle parking that would be generated by the proposals which is anticipated to be up to 188 cars/motorcycles based on one per pitch. The car parking would need to be suitably hard surfaced.
A planning condition should also be included to permit the site to be used only for the racing periods stated in the application.
Summary
Highway Services does not oppose the application subject to the following conditions:
- All visitors/campers must use the existing primary access only. Reason: to avoid vehicle conflicts at the secondary accesses to maintain highway safety.
- The site must not be used outside the TT and Festival of Motorcycling racing periods. Reason: to ensure there is no vehicle conflicts and increases in vehicle movements with current site uses.
- Prior to the commencement of the development, the applicant is to submit a justification of the level of car and motorcycle parking that would be generated by the proposals and a plan for an associated suitably hard surfaced car parking area, to be agreed in writing by Planning. The extended car parking
area is to be constructed on site as per the approved details prior to first use of the site as a campsite. Reason: to provide sufficient site parking to serve the development.
