C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
C 2. Details of the pebble dash render to be used on the exterior walls of the building shall be submitted to and approved in writing by the Department prior to the commencement of the works. The works shall be carried out in full accordance with the approved details.
Reason: In order to maintain the character of the building and the visual amenity of the surrounding street scene.

Officer’s Report
THE SITE
1.0 THE APPLICATION SITE
1.1 The site consists of an early to mid-20th century semi-detached two storey double bay dwelling with a gabled roof within a residential street of similar but mixed styles of dwellings mostly of a similar age. The property is located on the southern side of Devonshire Road. Ballabrooie Way runs parallel to the south of the application site with Devonshire crescent to the north. Devonshire Road leads off from Albany Road south west and adjoins Quarter Bridge Road to the north west.
1.2 The house is wholly pebble dashed on the rear and side gable elevation with its use on the front elevation limited to the upper storey and surround around the front entrance. The pebble dash is in generally poor condition and showing signs of deterioration. The ground floor bay window has a red sandstone surround. The site is not within a conservation area.
2.0 THE PROPOSAL
2.1 This application seeks to re-render the property in a brown rendered pebble dash to closely match the neighbouring attached property in which a similar re-rendering was granted planning permission in 2012 (12/00572/B). The red sandstone detailing around the ground floor front bay window is to remain unaltered as is the first floor window detailing.
3.0 PLANNING HISTORY

4.0 PLANNING POLICY
4.1 The Douglas Local Plan 1998
4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains the following policy that that is considered specifically material to the assessment of this current planning application:
4.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (a) is in accordance with the design brief in the Area Plan where there is such a brief; (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; ; (g) does not affect adversely the amenity of local residents or the character of the locality; (i) does not have an unacceptable effect on road safety or traffic flows on the local highways;

6.0 ASSESSMENT 6.1 The main issues to consider in the assessment of this planning application are; o The impacts of the proposal on the visual amenities of the residents within the locality; o The impacts of the re-rendering on the existing dwelling; and; o The impacts of the external alterations on the street scene.
6.2 The re-rendering and re-dashing to replace the existing is judged by the applicant to have become an essential repair and, seeks to match in terms of colour and texture the render previously approved on the adjoining dwelling at No. 29 Devonshire Road (12/00572/B).
6.3 The proposed re-render and dash, as used on No.29, would, in terms of colour and texture, closely match that used on the application site and its use would be considered to enhance the external appearance of the dwelling at No. 27 Devonshire Road. This would be a distinct improvement to what is existing, match the adjoining dwelling and therefore would cause no undue impacts on the visual amenities of Devonshire Road street scene.
6.4 The context of the street is of other properties within the Devonshire Road is one of dwellings having a mixture of different external finishes and the proposal would be consistent with this in terms of its finish and appearance.
6.5. Overall, it is concluded that the planning application is in accordance with General Policy 2 of the Isle of Man Strategic Plan 2016
Recommendation
That planning permission be granted
INTERESTED PERSON STATUS
8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
