Description: Widening of vehicle access and additional use of dwelling for use of business
Highway Comments: Both the existing and proposed site plans show a treatment room and waiting room so it is unclear whether or not the business is currently operational. The photographs submitted show that 2 parked cars can be accommodated on the existing driveway which meets the parking standards of 2 spaces for the dwelling.
The vehicular access is to be widened by removing a small section of the front boundary wall. This would require a Section 109A Highway Agreement to legally extend the existing vehicular crossing with dropped kerbs to cover the full site access width. The highway visibility splays shown for the vehicular access are not in accordance with visibility standards and have been drawn incorrectly. However, visibility splays are not deemed necessary on this occasion as the site parking area would be unchanged and the removal of a short section of front garden wall should not have a significant impact on highway visibility.
The widening of the access does not increase the site parking provision of 2 spaces and there would be no additional site parking to accommodate the additional parking demand from the proposed business use. It is noted that there would only be one member of staff, one client at a time on the site and a 45 minute gap between appointments which could all be controlled via planning condition to limit the additional site parking demand to 1 extra space for the business.
The applicant has not included any parking surveys to demonstrate that there would be adequate on-street parking available to accommodate the additional site parking demand from the business during the proposed operating hours. The applicant's comments that they do not always require 2 spaces for the dwelling are not relevant as the adopted parking standards make no provision for the personal circumstances of applicants. It is considered highly unlikely that any customers would use public car parks as claimed rather than parking on-street as close to the site as possible.
Highway Services oppose the application as there is no additional site parking to serve the extra parking demand from the proposed business use, and no parking surveys have been submitted to demonstrate that there would be sufficient spare capacity to accommodate the additional parking demand on-street.
