1.0 SITE 1.1 The application site is the extents of University College Isle Of Man, Homefield Road, Douglas. The site subject to this application sits central to the cluster of college buildings and within a dog leg courtyard area enclosed from public view. As existing there is single fire escape door from the stage area within the main hall which exits out on to a platform within courtyard area.

2.0 PROPOSAL 2.1 The existing stage is to be removed from within the building, and proposed as part of this application is the reformation of the fire escape to facilitate the internal works and to provide a ground floor double door fire escape exit. The proposal will include the removal of the existing platform path and the modifications of the courtyard to create a level access from the fire escape.
3.0 PLANNING HISTORY 3.1 There have been a number of previous planning applications made on this site; however, none are considered relevant to the determination of this proposal.
4.0 PLANNING POLICIES 4.1 In terms of local plan policy, the application site is within an area recognised as being within an area of "Building for Civic, Cultural & Other Special Use (Education) under the Douglas Local Plan. The site is not within a Conservation Area. Due to the zoning of the site and the nature of the proposed works the following policy is most relevant in the determination of the application:-
4.2 General Policy 2 states (in part):
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them..."
4.3 Community Policy 5 states:
"Permission will generally be given for proposals to improve or extend existing schools and institutions of higher education and to build new schools, subject to their being sited and designed in accordance with the other policies of this plan, having particular regard to the potential for community use of the buildings and the associated Open Space."

5.1 Douglas Borough Council - no objection (22/08/2019).
5.2 Highway Services comment - no highways implications (16/08/2019).
6.0 ASSESSMENT 6.1 The key issues relate to the potential visual impact upon the street scene and potential impact upon general amenities. In light of the former there are no visual impacts expected due to the recessed and enclosed location of the site of works out of general view from a public perspective and from the nearest highway. In terms of the latter, the proposed works are to facilitate a number of internal alterations to the main hall, the continued and improved provision of a fire escape in this location will seek to maintain the safety of those persons using the building and ensuring no amenity or safety impacts in line with part (m) of General Policy 2.
7.0 CONCLUSION

7.1 Overall, it is considered the proposal would comply with the relevant policies of the Isle Of Man Strategic Plan therefore it is recommended that the application be approved.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 (Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status __
