The officer assessed impacts on neighbours, finding no overlooking as the nearest dwelling is 30m away, beyond the 20m limit, with views obscured by the site's rear garage.
General Policy 2
Requires development in zoned areas to respect site/surroundings in siting, scale, design; not adversely affect character, amenities or adjoining land. Officer found proposal complies as it respects residential character, no amenity harm, secondary appearance from setback position.
Paragraph 8.12.1 of the Isle of Man Strategic Plan
Presumes in favour of extensions in built-up areas without Conservation/Registered Building controls, if no adverse impact on adjacent property or area. Proposal accepted as no neighbour harm and fits local dormer precedent.
Residential Design Guide 2019 - Dormer extensions
Dormers problematic if visible publicly, flat roofs unsuitable for traditional properties unless area-characterised, size secondary to roof and not flush to ridge/eaves. Proposal at variance on size/proportion vs abutting dormer but acceptable due to existing variations in streetscene and non-public rear location.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
no highways interest
Highways Division has no highways interest, Michael Commissioners have no objection, and a neighbouring resident raised a query about dormer alignment and light impact without making a formal recommendation.

The plans submitted show the new dorma coming off the existing lower purlin the same as ours and the other two dorma's on our row. However the plans show only four tiles from sill to gutter with no measurements given unlike all others that have seven full tiles.; As the new dorma will be very close to our own existing dorma we are anxious to know if it is intended to be in line with ours or protrude in front blocking our light.
