Proposed Erection Of Building, Alterations To Existing Building And Flagpole, Mullin Y Carty, Malew
Mullin Y Carty camp site comprises 1.50 acres which consist of a small woodland, level camping areas and a ruin, and a long its northern boundary, the Silverburn River.
The site has traditionally been a camp site and in recent years was managed by 1st Marown Scout Group who approximately ten years ago built a small building, which consists of open air washing facilities, two showers, two toilets and two store rooms.
The site is now owned and operated by the Isle of Man Scout Association, who wishes to consider further work.
The site is used regularly by Island Scouts, Guides, Youth Groups, Schools and Duke of Edinburgh participants, since this is the only camp site in the south of the Island.
Access to the site is from a well formed track with off road parking and this track leads to the toilet block and part of the camping areas although there is no vehicular access to the ruin, which is just a little above river level.
The Scout Association whose headquarters is at Cunningham House in Murray's Road, Douglas needs storage space for their kayaks, tents, marquees, cooking equipment, ropes and other scout equipment. Cunningham House, being a four storey terraced house is not suitable for the storage of any equipment and therefore, in the past the equipment was stored in a farmer's barn, but this was not suitable given general hygiene standards and vermin. In recent times, the equipment has been stored at 6th Douglas Scout Headquarters in Allan Street in Douglas since 6th Douglas is no longer an active scout group and the building was therefore redundant. The Allan Street Headquarters is not suitable for storing equipment since parking outside the property is very difficult given there is parking one side of the street only and these parks are usually occupied by residents, furthermore, it is not possible to store kayaks within this building. The Allan Street property is now on the market since it no longer serves any scouting needs.
The proposal at Mullin Y Carty is to construct a small building approximately , split level, which takes advantage of the existing ground levels. The lower part of the building will be level with the track, which gives easy access for the storage of kayaks and the upper level will be used for more portable equipment such as tents. The building will have two-tone green sheeting with doors and windows being protected by steel shutters as used on the toilet block.
The new building will be in close proximity to the existing building and sanitary services will not be required. It is not feasible to site the building on the footprint of the ruin since it is inaccessible by vehicle. The proposal also seeks permission to extend the roof of the toilet block over the sink area, where scouts can cook in shelter. A 6m flag pole is proposed.
There are no alterations to the access or highway, no trees are anticipated to be felled although Forestry have given permission to manage the trees (Mr. Peter Keenan), no drainage is anticipated, thus there will be no discharge of any water into the stream.
A public footpath bisects the camp site, but these proposals will not interfere with this.
