General Policy 3
General Policy 3 of the Strategic Plan sets a presumption against development in areas not designated on the Area Plan for the South 2013. Despite this, the proposal to an existing dwelling in the conservation area was assessed further under EP35 and HP15, finding it acceptable due to its minor rear nature.
Environment Policy 35
EP35 permits only development in Conservation Areas that preserves or enhances character and protects special features. The rear works were found to have negligible impact on the conservation area's character, primarily due to limited public views, thus meeting the policy tests.
Housing Policy 15
HP15 approves extensions or alterations to traditionally styled countryside properties only where they respect proportion, form, and appearance, exceptionally allowing over 50% floor space increase. The minor rear alterations were considered reasonable and in keeping with the dwelling's traditional appearance.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
