Housing Policy 15
Requires extensions or alterations of traditionally styled countryside properties to respect proportion, form, and appearance of existing property; only exceptionally over 50% floor space. Proposal fails as extension bears no resemblance in proportions, form, profile, or materials, but approved exceptionally as subordinate, distinguishable, not publicly visible, and no significant adverse impact.
Environment Policy 1
Protects countryside for its own sake. Proposals assessed as having no adverse impact on character of main dwelling or surrounding area.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Development likely to adversely affect two early mature Dutch elms on neighbouring land, but they are not good specimens, not very visible, and make no significant contribution to area character; no recommendations to protect or retain
No issue with potential loss of trees provided not responsible for costs of works or remedial works
DEFA Forestry does not object to the application due to anticipated tree damage but recommends replanting mitigation; Arbory Commissioners support the application.
Key concern: proposed garage will result in removal of up to 50% rooting volume of adjacent Dutch elms, impacting their health and life expectancy
DEFA Forestry
Conditional No ObjectionI do not object to this application on the grounds of damage; I would recommend that the planning authority request that replanting takes place elsewhere on the applicants land, in lieu of the damage that is likely to be caused; If 10-12 cm girth standards were to be planted, I would view 3 replacement trees as adequate mitigation in this instance; An added complication here is that the trees appear to be on the neighbour's land
Conditions requested: request that replanting takes place elsewhere on the applicants land in lieu of the damage; details of this replanting should be submitted prior to the application being determined; 3 replacement trees (10-12 cm girth standards) as adequate mitigation
Arbory Parish Commissioners
