02 DESIGN
02.1 DESCRIPTION + BACKGROUND TO QUILLIAM
Captain John Quilliam Rhi was born on the Isle of Man in 1771. Impressed into the Royal Navy, he rose rapidly and was First Lieutenant on 1845 Victory under Henrietta Nelson during the Battle of Trafalgar, after which he was promoted to Captain. Following his career in the Navy, Quilliam returned to the Isle of Man, becoming a Member of the House of Keys. He died in 1829.
02.2 DESCRIPTION + BACKGROUND TO THE QUILLIAM BUST
The bronze bust / half length statue of Captain Quilliam by Bryan Kneale MBE RA was commissioned and paid for by Tyneald to commemorate the 200th anniversary of the Battle of Trafalgar. It was erected on 21 October 2005 within the Speaker's Garden of Castle Rushen, Castletown.
02.3 DESCRIPTION + PROPOSED
This application seeks approval to relocate the bust of Captain Quilliam, a museum object, to a more appropriate context and setting.
Both more befitting to Captain Quilliam in terms of its proximity to the entrance of the harbour whilst offering Captain Quilliam views across Castletown Bay. Its projection above the adjacent wall ensures it is also visible from the opposite side of the harbour.
03 ACCESS
03.1 VEHICULAR + TRANSPORT LINKS
There is no proposed alteration to the current vehicular and parking arrangements. The existing hard landscaped area has one drop off point for the disabled / delivery vehicles.
03.2 INCLUSIVE ACCESS
The plinth to the bust will be located 1500 from the single step to the higher level, allowing an unobstructed access route from the dropped kerb to the harbour wall and ramp.
An alternative, more direct route from the dropped kerb to the coffee shop is also available. The access route from the Cain bridge to the coffee shop remains unaffected. 04 CONSULTATIONS
The sculptor, Bryan Kneale, has been consulted as have Castletown Commissioners; both are satisfied with the proposed location and have no objections.
The Highways Department at the Department of Infrastructure have also been consulted and their comments have been reflected in the proposals.
04.0 PLANNING POLICY The proposal is in line with the following planning policies of the Strategic Plan 2016, Strategic Policy 1 "Development should make best use of resources by:
a) optimising the use of previously developed land, redundant buildings, unused and user-used land and buildings, and re-using scarce indigenous building materials;
b) ensuring efficient use of sites, taking into account the needs for access, landscaping, open space and amenity standards; c) being located so as to utilise existing and planned infrastructure, facilities and services. Strategic Policy 4, "Proposals for development must:
a) Protect or enhance the fabric and setting of Ancient Monuments, Registered Buildings, Conservation Areas, buildings and structures within National Heritage Areas and sites of archaeological interest;
b) protect or enhance the landscape quality and nature conservation value of urban as well as rural areas but especially in respect to development adjacent to areas of Special Scientific Interest and other designations and;
c) not cause or lead to unacceptable environmental pollution or disturbance."
General Policy 2,
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of the Strategic Plan will normally be permitted, provided that the development:
a) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space of buildings;
b) does not affect adversely the character of the surrounding landscape or have a role in the development of the site or adjacent land, including water courses;
c) does not affect adversely public views of the sea; d) incorporates where possible existing topography and landscape features, particularly trees and sod banks; e) does not affect adversely the amenity of local residents of the character of the locality;
f) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;
g) does not have an adverse effect on road safety or traffic flows on the local highways; h) can be provided with all necessary services; i) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; j) is not an contaminated land or subject to unreasonable risk of erosion or flooding; k) takes account of community and personal safety and security in the design of buildings and the spaces around them; l) is designed having due regard to best practice in reducing energy consumption.
The site of the proposed is in an area designated in the Southern Area Plan as "mixed use" and has recently been developed as a public space with hard landscaping and seating, an enhanced backdrop to Castle Rushen.
Relocating the bust of Captain Quilliam from the Speaker's Garden but still within the Conservation Area to a more appropriate position will further improve and enhance the amenity space created specifically in relation to the contribution the space makes to the public realm.
