The officer considered the principle acceptable as the minibuses serve public functions including DESC and DHSC transport, are typically off-site during school hours, and do not compromise the primary…
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect landscape character, amenity, highway safety, or traffic flows. Officer assessed proposal complies as it uses existing car park without changes to access, no harm to school amenity or highways, and respects established use.
Environment Policy 2
Protects AHLV landscape character unless no harm shown. Officer found parking 3 minibuses in existing car park causes no harm to AHLV due to surrounding built development and landscaping softening appearance from highway.
Parking restriction to hatched area and max 3 minibuses
The proposed additional use of the site for the parking of minibuses, hereby approved, shall be restricted to within the hatched areas shown on the submitted Site Plan date-stamped and received 26/04/2019. This area shall be restricted to a maximum of 3 minibuses parked on the site at any one time. Reason: To ensure that there is no further loss of parking for the wider use of the site as a school.
No objection in principle; sought assurance of DESC/Head Teacher consent but no further comments after revised plan
Do Not Oppose; no maintenance/cleaning/refuelling on site, no change to access, sufficient room for 3 minibuses, no new highway issues
IOM Constabulary initially objected due to crime risks from overnight parking without surveillance, later satisfied after discussions; Highways Division do not oppose; Marown Parish Commissioners have no objection in principle assuming risk assessment, with subsequent no further comment.
Key concern: vulnerability to criminal damage and fuel theft due to overnight parking without adequate CCTV and lighting
IOM Constabulary
ObjectionI object to this application on the grounds stated; these expensive mini buses will be vulnerable to criminal damage. Theft of road fuel has increased over recent years on commercial vehicles parked in remote areas.; there is minimal lighting this will reduce the chances of offenders being caught.
Department of Infrastructure Highways Division
No ObjectionDo not oppose; The proposal would not change the existing one-way site access arrangements; There should be sufficient room on the site to accommodate 3 parked minibuses so the proposal should not create any new highway issues.
Marown Parish Commissioners
Conditional No ObjectionThe Commissioners have no objection to the application in principle. This view assumes, however, that approvals from the Department of Education and the Head Teacher have been sought and considered and that a Risk Assessment has been or will be conducted.; The Commissioners deplore the retrospective nature of this application given that it is from a Department of Government.
Conditions requested: approvals from the Department of Education and the Head Teacher have been sought and considered; a Risk Assessment has been or will be conducted
Marown Parish Commissioners
No CommentThe following Planning Application has been received in this office with a consultation expiry date prior to the Commissioners next meeting.; it would be helpful therefore if consideration by the Planning Office could be deferred until after the end of the following week
Marown Parish Commissioners
No CommentThe Commissioners resolved to make no further comment in respect of the Amended Plans received
IOM Constabulary
No ObjectionRisks had been identified for example theft of fuel and general criminal damage and in many cases no CCTV is present at these locations.; they have taken this into their business risk; other security specification will be explored as the fleet is being replaced to reduce the concerns although this will be over a lengthy period of time although this satisfies my immediate concerns.
