General Policy 2
GP2 requires development to be appropriate within designated land-use zones. The officer assessed the change of use as acceptable in the 'Predominantly Shopping Use' area, noting it is a town centre use amid established commerce with nearby takeaways and restaurants. This tipped the balance in favour of approval across character, amenity and highway aspects.
Environment Policy 35
EP35 seeks to preserve or enhance Conservation Area character. The officer confirmed no unacceptable harm as there are no front-facing alterations visible from the street, and rear flues do not affect the building's characteristics or area character.
Environmental Policy 22
EP22 prohibits unacceptable harm to amenity from emissions, odour, noise etc. The flues discharging above eaves with modern, low-impact extraction equipment were deemed not to cause significant adverse impacts on neighbours.
