Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

1.0 THE APPLICATION SITE - 1.1 The application site is the residential curtilage of Sea Dawn, Ballaragh Road, Laxey, a single storey detached dwelling sited on the eastern side of Ballaragh Road. Within the curtilage of the site is a single storey outbuilding.
2.0 THE PROPOSAL - 2.1 The planning application seeks approval for the creation of a doorway to a detached outbuilding. The door would be a pedestrian door to the northeast gable end of the building. This would enable better access into the building from the main dwelling house. Currently the owners have to walk along the Ballaragh Road to gain access via the double doors within the south-western gable end elevation.
3.0 PLANNING HISTORY - 3.1 There are no previous planning applications which are considered relevant in the determination of this application.
4.0 PLANNING POLICY - 4.1 In terms of local plan policy, the application site is within an area recognised as being within predominantly residential use under the Laxey and Lonan Area Plan Order 2005. The site is not within a Conservation Area. - 4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains one policy that is considered specifically relevant to the assessment of this current planning application: - 4.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 Garff Commissioners have no objection (on 07.03.2019). - 5.2 Highway Services comment there are no highway implications (05.03.2019).
6.0 ASSESSMENT - 6.1 The key issues to considerer in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene. The proposed doorway installation in terms of its proportion, form, scale and design are in keeping with the property. Accordingly it is considered to be an acceptable form of development in this respect.
7.0 CONCLUSION 7.1 Overall it is concluded that the planning application accords with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2016 and as such the planning application is recommended for approval.
