Strategic Policy 1
Requires optimising use of previously developed land and redundant buildings, efficient site use, and utilising existing infrastructure. The officer found the conversion reuses an under-used 11-bedroom dwelling in town centre location near services, complying fully.
Strategic Policy 2 - Priority for new development to identified towns and villages
Directs new development primarily to existing towns/villages. Site in Ramsey town satisfies this as urban residential location.
Strategic Policy 10
Promotes integrated transport minimising car journeys, maximising public transport, no highway safety impact, pedestrian encouragement. Officer noted bus route proximity, 11-min walk to bus station/8-min to shops, accepting no parking due to constraints.
General Policy 2
Permits development in zoning if respecting site/surroundings in scale/design, no adverse amenity/traffic/privacy impacts, adequate standards. Proposal tested against amenity (outlooks, privacy), highways (parking), character; all passed with mitigations.
Housing Policy 17
Permits conversions to flats in residential areas if adequate space for storage/amenity/parking possible, pleasant outlooks from principal rooms. Satisfied by existing bin storage, corner windows providing hill views/light for rear apartments.
Transport Policy 1
Locate new development near public transport. Site on bus route near station complies.
Transport Policy 7
Requires parking per standards (6 spaces needed). No provision due to site constraints but accepted given prior approval, existing use demand, transport links; not considered to significantly affect on-street parking.

Prior to the occupation of either apartment within the rear outrigger the rear corner windows as shown on drawings 02 and 03 are required to be completed and retained thereafter. Reason: In the interest of residential amenities of future occupants.
