THE SITE 1.1 The site is the residential curtilage of an existing dwelling, with an outbuilding situated alongside the road to the south and another, smaller outbuilding within the site to the west.
1.2 The dwelling is a building which has been extended over time such that whilst there are a few traditional characteristics, much of the dwelling is quite modern, with eaves level dormers in the rear of the catslide roof and a large horizontally proportioned window in the road side

gable of the taller section of the house with a link accommodating a dormer which is higher and larger than those in the rear of the main cottage.
THE PROPOSAL 2.1 Proposed is the use of the premises as tourist accommodation. There are to be no changes to the building.
2.2 Whilst the application appears to be for a change from residential to tourist accommodation, the application has been described in the advertisement and will be treated as additional use of the premises as tourist accommodation so that the building may be used as either tourist accommodation or residential, given that a simple change of use to tourist accommodation would prevent the lawful and original use of the premises as a house unless a further application were submitted, which would seem purposeless.
PLANNING POLICY 3.1 The site lies within an area not designated for development on the Area Plan for the South (2013). The following Strategic Plan policies are considered relevant to the consideration of the application:
Strategic Policy 8: Tourist development proposals will generally be permitted where they make use of existing built fabric of interest and quality, where they do not affect adversely environmental, agricultural, or highway interests and where they enable enjoyment of our natural and manmade attractions.
9.5.8 The use of existing private residential properties as tourist accommodation may be acceptable if it can be demonstrated that it will not compromise the amenities of any neighbouring residents.
Business Policy 13: Permission will generally be given for the use of private residential properties as tourist accommodation providing that it can be demonstrated that such use would not compromise the amenities of neighbouring residents.
PLANNING HISTORY 4.1 Planning approval has been both granted and refused for the use of the outbuilding for guest/holiday accommodation and ancillary residential accommodation (89/01848/B and 11/00855/B.
REPRESENTATIONS 5.1 Malew Parish Commissioners have no objection to the application (10.01.19).
ASSESSMENT 6.1 There are no immediate neighbours who would be affected by the additional use of the premises as tourist accommodation and the site is close to Silverdale Mill complex and relatively close to Ballasalla and Castletown which have attractions which would be of interest to tourists. The location and impact of the development is considered acceptable and in accordance with BP13 and TP8.
CONCLUSION 7.1 The application is in accordance with the relevant policies and is supported.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent;

(b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
