Officer’s Report
THE SITE 1.1 The site is the curtilage of an existing shop in the centre of Strand Street, currently used for the sale of vapes - electronic cigarettes or similar which contain a small reservoir of liquid nicotine solution that is vaporized to form an aerosol mist. The shop formerly accommodated Ann Summers and sits between Costa Coffee café and Argento jewellery shop.

1.2 Planning approval has been granted for a new shopfront - 19/00261/B. This is a modern façade with a section above the ground floor windows to allow a sign.
THE PROPOSAL 2.1 Proposed here are the details of the signage which will be a rectangular board on which will be painted "OFFSHORE VAPES ISLE OF MAN" and "THE GREENHOUSE DISPENCERY" [sic] with "No. 67" in between. Above the lettering will be LED downlighters fixed to a bracket. The sign is now in situ although may not have been at the time of submission ("dispensary" is spelled correctly on the sign).
PLANNING POLICY 3.1 The site lies within an area designated on the Douglas Local Plan of 1998 as Predominantly Shopping. The site is not within a Conservation Area and the building is not Registered.
3.2 The Strategic Plan provides guidance on the installation of signage as follows:
General Policy 6: Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard.
General Policy 7: Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted.
PLANNING HISTORY 4.1 The most relevant previous application is referred to in 1.2 above.
REPRESENTATIONS 5.1 Douglas Borough Council have no objection (16.08.19).
ASSESSMENT 6.1 The approved shop front is modern and the proposed signage more traditional and capable of being modified should new lettering be desired (which would not require planning approval). The addition of signage as proposed is not uncommon within the street and can add interest in winter months to an otherwise dark streetscape.
CONCLUSION 7.1 The application is considered to be acceptable. A note should be attached advising of the correct spelling of "dispensary" if this word is chosen to be used.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Persons to whom notice has been given under regulation 10(3)(a)(i) (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material; (e) The Highways Division of the Department of Infrastructure; (f) The Ports Division of the Department of Infrastructure; (g) The operator of the railway or tramway; and (h) The local authority in whose district the land the subject of the application is situated.
