Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This decision relates to drawings 1476.1, 1476.2, 1476.3 and the location plan all received on 14th December, 2018. _______________________________________________________________ Interested Person Status – Additional Persons none _____________________________________________________________________________ Officer’s Report THE APPLICATION SITE
1.1 The application site is the residential curtilage of 20, Milner Park. - 1.2 The existing property is a detached, two storey dwelling with another, larger two storey dwelling to the north east and a dormer bungalow to the south west.
1.3 There is a conservatory on the rear elevation on the side closest to the dormer bungalow which has a white plastic frame and polycarbonate roof. The property has an attached, pitched roofed annex to the north east which projects slightly further forward than the main frontage but stops 3.5m short of the full depth of the main building. THE PROPOSAL - 2.1 The current planning application seeks approval for the replacement of the existing conservatory roof with a dark coloured metal sheeting and the erection of a flat roofed extension to the rear of the single storey annex to form a study. This will stop 0.5m short of the rear elevation. PLANNING HISTORY - 3.1 The conservatory was added under 07/00301/B, the dwelling having been approved with the rest of the estate of Milner Park, in the 1990s. The garage was converted to additional living accommodation under 10/00678/B. PLANNING POLICY - 4.1 The application site is within an area designated as Residential on the Area Plan for the South (2013).
4.2 In terms of policy it is important to consider General Policy 2 of the Isle of Man Strategic Plan 2016 in the assessment of this application. General Policy 2 states;
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Highway Services indicate that there is no highway interest in the application (21.12.18).
5.2 Port Erin Commissioners support the application (10.01.19). ASSESSMENT 6.1 The proposed roof tiles on the conservatory would be similar in appearance to the existing roof of the main house and are likely to provide a constant and unbroken appearance through the rear elevation of the property enhancing the overall appearance. It is unlikely that there will be any impact on visual or other amenity from either of the neighbouring properties. The proposed extension would be neat and compact and generally hidden from view by existing vegetation and the main dwelling.
6.2 The works would not be visible from the public vantage point of either Milner Park or Milner Close or Castletown Road and as such the character of the existing property and streetscene would remain unaffected.
6.3 Overall it is expected that the new roof system will provide the conservatory with a better thermal quality and a more comfortable internal environment throughout both the summer and winter months. It's likely that the energy efficiency of the conservatory will improve.
