Officer’s Report
THE SITE 1.1 The site is the curtilage of 5 Michael Street, Peel a mid-terrace property which backs onto Lhoan Ruy to the north-west of Douglas Street. The property is one of a terrace of five properties - 1, 3, 5, 7 and 9. This property has decorative mouldings around the eaves and first floor windows which are fitted with top hung casement windows. On the ground floor, there is

a central entrance door which leads into the property, flanked by two bay windows on both sides of the entrance door. These windows are also casement windows. The door is a upvc glass doors with six panels.
1.2 The street scene is characterised by a mix of terraced properties which comprise two and three storey properties. Most of the office/commercial properties are located on the ground floors with a greater proportion of them having glass entrance doors. These entrance doors are made up of both wood and upvc with a variety of panels exhibited on the street scene.
THE PROPOSAL 2.1 Proposed is the installation of a replacement front door. The application aims to replace the entrance door with a replica uPVC door as the existing door has become faulty and no longer secure for business operations. The new door will have the same appearance and colour as the existing.
PLANNING POLICY 3.1 The site lies within an area that is classified as 'Mixed Use' on the Peel Local Plan 1989, and the site is also within the Peel Conservation Area. Given the nature of the proposal General Policy 2 and Environment Policy 35 of the Strategic Plan are most relevant in the assessment of the application.
3.2 Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
3.3 General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality; (n) is designed having due regard to best practice in reducing energy consumption.
PLANNING HISTORY 4.1 The property has been the subject of a number of applications for alterations and extensions, one of which is relevant to the current proposal. PA 09/00182/B - Installation of replacement windows and door to front elevation The current door was a subject of the approval given in 2009.

5.4 Peel Town Commissioners although consulted on 31 July 2019, has not commented on this application at the time of drafting this report, and so it is assumed that there are no objections to the application.
ASSESSMENT 6.1 The issues in this case are whether the proposed replacement door would have any adverse impact on the character or appearance of the property taking into consideration the location of the property within a Conservation Area.
6.2 The front door is clearly visible when viewed from the street scene but what is proposed would replicate the existing door and as such would be an acceptable development within the street scene. It is also vital to note that the replacement door will have a neutral effect on the building as it mirrors the existing.
CONCLUSION 7.1 It is considered that the works will have a neutral impact on the character and appearance of the property and the Conservation Area and as such the proposed development is considered to be acceptable.
INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
