Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to the Location plan, Photographs and Door Description from Manx Glass and Glazing date stamped and received 24 July 2019.

1.1 The site is the curtilage of 5 Michael Street, Peel a mid-terrace property which backs onto Lhoan Ruy to the north-west of Douglas Street. The property is one of a terrace of five properties - 1, 3, 5, 7 and 9. This property has decorative mouldings around the eaves and first floor windows which are fitted with top hung casement windows. On the ground floor, there is
2.1 Proposed is the installation of a replacement front door. The application aims to replace the entrance door with a replica uPVC door as the existing door has become faulty and no longer secure for business operations. The new door will have the same appearance and colour as the existing. PLANNING POLICY - 3.1 The site lies within an area that is classified as 'Mixed Use' on the Peel Local Plan 1989, and the site is also within the Peel Conservation Area. Given the nature of the proposal General Policy 2 and Environment Policy 35 of the Strategic Plan are most relevant in the assessment of the application.
3.2 Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. - 3.3 General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest in the letter dated 2 August 2019.

6.1 The issues in this case are whether the proposed replacement door would have any adverse impact on the character or appearance of the property taking into consideration the location of the property within a Conservation Area.
6.2 The front door is clearly visible when viewed from the street scene but what is proposed would replicate the existing door and as such would be an acceptable development within the street scene. It is also vital to note that the replacement door will have a neutral effect on the building as it mirrors the existing. CONCLUSION - 7.1 It is considered that the works will have a neutral impact on the character and appearance of the property and the Conservation Area and as such the proposed development is considered to be acceptable. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
