This Design and Access Statement supports a detailed Planning Application for consent for the separation of existing main house and attached barn to provide residential annexe at Clyeen, Douglas Road, Kirk Michael, Isle of Man IM6 1AU.
The application site is located along the Douglas Road approximately 1.5 km south of Kirk Michael village. The property is accessed via a shared private lane and consists of a large main house with attached converted barn (the subject of this application) and a detached converted barn which is being used as ancillary residential and tourist accommodation. There is also a detached outbuilding on the site and a covered barbeque area.
The site is designated as being in an area of high landscape or coastal value and scenic significance in the 1982 Development Plan. The existing residential curtilage is approximately 2.6 acres. There is also an additional field 234353 under the same ownership which is approximately 3.7 acres. The curtilage of the site is well defined by mature trees, is not visible from the main highway and is surrounded by agricultural land.
There are 3 relevant planning application records for the site which have been found on the Isle of Man Public Access System.

The relevant policies against which to assess this proposal contained within the Isle of Man Strategic Plan 2016 are:

The proposal seeks to separate the existing main house and attached barn to provide a residential annexe. The current use is as part of the residential dwelling but historically this barn would have been separate from the main house. This access is provided by a single door connection to the main dwelling and in itself is capable of providing self-contained accommodation.
Vehicular access will be via the existing private driveway with 2 parking spaces created in the existing parking area to serve the residential annexe.
It is proposed that the curtilage of the proposed residential dwelling would be along the centreline of the courtyard between the main house and the existing barn. It would also include the covered barbecue area and garden store and the part of the garden behind this is clearly identified on drawing numbered 2916/18 (03) 003.
The appearance and scale are to remain the same as the existing building. The proposals would not adversely impact environmental, agricultural or highways interests and would not adversely affect the countryside or its ecology. They would not harm the character and quality of the landscape as this is well defined and mature in this context.
There would be no separate highway access or need to make any alternations to the existing access point. The proposals would not create any additional traffic and the proposed site would contain adequate car parking.
The applicant has been diagnosed with a life threatening and potentially terminal illness and needs to put his affairs in order.
The applicant has three children and the purpose if the application is to allow a split to be made of his assets. The main house is ideally laid out to allow this type of split and given the need for on-site care in the near future the conversion works would allow independent living for a carer at the property.
In the event that the applicant does not recover from his illness, the split will allow for his intentions to be carried out without complicated, costly legal procedures.
It should not be considered as a new dwelling in the countryside as it already provides approved living accommodation and the split with internal conversion provides for very defined needs.
