Officer’s Report
1.0 SITE 1.1 The application site is the curtilage of First Names House, Victoria Road, Douglas which accommodates a two storey detached office block.
2.0 PROPOSAL 2.1 The proposal is for the installation of non-illuminated signage on the south west facing elevation.
3.0 PLANNING POLICY Local Area Plan - Douglas Local Plan 1998 Site Designation - 'Business Park'
The following policies are particularly relevant to this proposal:-
Isle of Man Strategic Plan 2016 General Policy 6 (GP6) - D external advertisements within towns and villages; General Policy 7 (GP7) - External advertisements on sites or buildings other than those to which they relate;
In the assessment it is most relevant to consider The Control of Advertisements Regulations 2013 which makes clear that the only considerations which can be applied to applications made under them are in the interests of amenity and public safety. In the case of amenity, such things as the general characteristics of the area need to be taken into account along with the presence of any features of historic, architectural, cultural or similar interest and the public safety should consider the safety of any person using a road, railway, tramway, harbour or aerodrome including the obscuration of any traffic sign or similar

6.0 ASSESSMENT 6.1 The fundamental issues to consider in the assessment of this current planning application are the impacts of the proposed development on the character and appearance of the building and surrounding area.
6.2 In respect of the proposed impact of signage on the building and surrounding area, it is considered that the design and style of the signage is a relatively modest and would be an acceptable form of advertising as it will not have an undue impact on the building and is judged to enhance the character of the property. It is not considered to harm public or private

amenity and has no impact on highway safety. The signage is considered to be appropriate to the building and could be removed without damage to the building.
7.0 CONCLUSION 7.1 The proposal is considered acceptable in accordance with the designation within the Local Area Plan and the appropriate policies within the Isle of Man Strategic Plan 2016.
8.0 INTERESTED PERSON STATUS 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons: (a) The applicant, or if there is one, the applicant's agent; (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested; (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material (d) Highway Services Division of Department of Infrastructure and (e) The local authority in whose district the land the subject of the application is situated.
8.2 The decision maker must determine: o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status. __
