Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

1.0 SITE - 1.1 The application site is Jacksons Car Showroom in Eden Business Park on the south side of the Cooil Road outside of Douglas. The site is a recently developed area featuring a two buildings associated with car sales and a large area of parking. The main showroom is sited alongside Cooil Road, set back approximately 25m form the road. - 1.2 The showroom is constructed using a contemporary design on split level, with a large amount of glazing and stone façade on the elevations and the use of sharp edges - particularly around roof features. There is a small entrance porch at the rear (south west) of the building.
2.0 PROPOSAL - 2.1 Proposed is the alteration of the rear entrance porch with the removal of the existing (covering an area of 2.6x2.6m) and replacement with a larger canopy (5.4mx3.1m). The proposed canopy would feature a fascia closely resembling the roof design with a more 'blocky' appearance. The fascia would also feature illuminated signage which is the subject of Planning Application 19/00052/D. The thin metal columns on the existing canopy would be encased in powder coated aluminium.
3.0 PLANNING HISTORY - 3.1 The initial approval for the industrial/commercial use of this site was via 15/01186/B, contrary to the local plan but approved by the Planning Committee. There is a significant level of development on this site. - 3.2 A similar application (17/00230/B) for the car dealership with some alterations was also approved.
4.0 PLANNING POLICY - 4.1 The proposal site is within the Braddan Local Plan 1991 but is not zoned for development. Within the Draft Area Plan for the East, it is within a proposed industrial zone. - 4.2 Given the nature of the current application and the current level of development on the site, it is considered that the most appropriate policy in the assessment of the application is General Policy 2. The most relevant of which parts are: General Policy 2 states (in part):
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.0 REPRESENTATIONS - 5.1 DoI Highways services have stated that there is no highways interest in this application (01.02.19)

5.2 Braddan Commissioners have no objection to the application (12.01.19). - 6.0 ASSESSMENT
6.1 The key consideration in the assessment of this application is the impact on the visual amenity of the area and the building. - 6.2 The proposed canopy would sit below the roofline of the main showroom building, it would not be directly visible from Cooil Road, although would be partially visible at a distance. From the south, views would be largely restricted due to the aftercare and 'motormart' buildings south of the main showroom. - 6.3 With regard to impact on the showroom building itself, the proposed canopy would fit well with the design and proportions of the roof and building generally. The canopy would be larger but not insomuch as to constitute an off-balance feature on the south west elevation. The proposal is therefore unlikely to have any negative visual impact.
7.1 In summary, this relatively minor proposal is in compliance with General Policy 2 of the Isle of Man Strategic Plan 2016 and is recommended for approval. - 8.0 INTERESTED PERSON STATUS
