Description: Demolition of property in order to widen existing access road
Highway Comments: The application form states that the current application is an amendment to a previous planning consent, but the planning approval reference quoted appears to be incorrect and should be clarified by the applicant.
The proposed demolition of the dwelling would facilitate the widening of the existing access road from a minimum of 3m to 6m to allow two-way traffic to access the parking area at the rear of the properties. The existing access road is unadopted and only wide enough to accommodate single file traffic. The development would also include a new 1.8m wide footway on the north side of the access road which is beneficial as there is no existing footpath.
The widening of the road and the new footway is a highway safety improvement which is welcomed. The proposed plans do not show the highway visibility splays of the access road junction onto Snugborough Avenue. A planning condition is therefore needed to ensure the side boundary treatment on the property frontage of no. 12 is no more than 1m in height for a distance of at least 2.4m back from the kerb line/edge of carriageway.
A S109 Highway Agreement would be required to undertake the works at the access road junction onto Snugborough Avenue.
Highway Services does not oppose the application subject to a planning condition for the side boundary treatment on the property frontage of no. 12 to be permanently maintained at no more than 1m in height for a distance of at least 2.4m back from the kerb line/edge of carriageway. Reason: to ensure adequate highway visibility is provided in the interest of highway safety.
Recommendation: DNOC
