In relation to the two planning applications for a sports bar & and Wine bar. As you are aware, the Constabularies Architectural Liaison Officer is not available for at least two months. With this being the case, I would not like the application to be delayed because of this resource issue. As such, I can provide comment purely as my position as head of the alcohol unit and not a “Designing Out Crime Officer”.
18/01027/C - 44 Duke Street, Douglas (wine Bar)
Regarding the above, I am aware that the company attempted to get a provisional Licence in the Licensing Court on the 11th October 2018. During this case, the application was refused because the planning was not in place and the plans were not accurate. Having reviewed the revised plans, it is clear those areas have been addressed and I believe the chances of getting a provisional licence granted have increased. During that court appearance, there were no objections to the application including the police. As such that stance remains the same.
18/01240/C - 15-17 Duke Street, Douglas (Sports Bar)
This is a new application, as you will be aware. The architect has been engaging with me over this, albeit again I could not provide qualified advice on the design. However, the architect has researched the best practices in terms of security & CCTV. The Provisional Licence application is due in court on 7th February 2019. My main concern on the plans would be how will the staff keep a close eye on the customers using the basement area and toilets as it appears to be quite secluded. For example, how will they know who is drinking what (under-age etc.) or if any recreational drugs are being used. That would be a matter for them to explain in court. I understand they want a Music Licence up until 1am each day, I do not find that unreasonable, but I would not want it any later than that. But in general, I do not foresee any formal objection from the police
With regards to the two premises being in close proximity, it is clear both are looking at different clientele. This may mean there is an increased demand on police, but if the premises are run properly they should not cause any issues for the Constabulary. This would open up the options to the public of where to go, which I consider a positive thing.

Nick,
I have had an initial look at these applications but will discuss them further with the alcohol Sergeant Al Shimmin.
My first thoughts are that 2 premises that serve alcohol in that area will provide recreational/social facilities for the public but could increase our demand in an already busy area, please ensure that you wait for a police response to these applications.

I hope you are well. I emailed Rob Midghall a week or two ago and received no response as of yet, I believe he is currently on leave? Having spoken to Chris Balmer here in the office he passed me your name as a potential good point of contact for any queries.
I am working on the two applications below at the moment, they are for a wine bar and sports bar respectively, both on Duke Street.
