The proposed application is in response to the previously refused planning application numbered 19/00015/B, issued on the 26th March 2019.
The justification and need has not changed from that previously put forward on application number 19/00015/B, see applicants letter dated 30th July 2019 attached.
The Planning Officer's Report on the previous application number 19/00015/B, states under paragraph 6.9;
"6.9 Located directly to the south west of the site and within the red line area of the submitted drawings, presumably under the applicants' control, is a block of two dwellings each used as holiday accommodation which is significantly closer to the main house and arguably with the potential for use as ancillary accommodation for elderly parents without any requirement for planning permission. No consideration of this has been made of this potential use within this application".
The report also makes comments that the previous scheme was designed as two storey and "contains two bedrooms which are located on the upper floor and accessed only by stairs".
This proposed scheme results in the loss of two working tourist units, but addresses the concerns raised on the previously refused planning application. It provides the client with the much needed self-contained living accommodation for their elderly parents, but utilises the existing stone outbuilding mentioned in the previous officer's report. The living accommodation is contained on a single storey level, with the removal of the existing first floor level to Tourist Unit 2, which would create a full height, vaulted ceiling in the open plan Kitchen/Dining area.
This type of proposed development is supported by Housing Policy 11 of the Isle of Man Strategic Plan 2016, which states;
Policy 11: Conversion of existing rural buildings into dwellings may be permitted, but only where:
(e) residential use would not be incompatible with adjoining established uses or, where appropriate, land-use zonings on the area plan; and (f) the building is or can be provided with satisfactory services without unreasonable public expenditure. Such conversion must: (a) where practicable and desirable, re-establish the original appearance of the building; and (b) use the same materials as those in the existing building.
Permission will not be given for the rebuilding of ruins or the erection of replacement buildings of similar, or even identical, form. Further extension of converted rural buildings will not usually be permitted, since this would lead to loss or reduction of the original interest and character.
This policy would support the creation of a separate dwelling, but as explained at both the previous application and at this current planning application, the requirement is for a self contained annexe to be used in association with Starward Farmhouse so that the applicant can continue to support their elderly parents.

Further to our planning application in January this year, and subsequent refusal, we have taken on board the Planning Officer's comments regarding the existence of single storey holiday cottages as alternative accommodation for our elderly parents.
The reason for this planning application remains the same as our earlier application, that is, to provide accommodation for our elderly parents. As a family, we farmed at Ballavarry Farm in Andreas for 20 years and throughout that time, we occupied adjoining dwellings. This arrangement allowed us to remain together as a family and as such, provided us with tremendous support in juggling the demands of a busy working dairy farm whilst raising our 2 children.
Our parents are now 78 and 80 years old and their dependence upon us is growing; we want to be able to maintain the close living arrangement we have always had and in turn, be on hand to provide them with the support they need during this stage of their lives. This arrangement benefits us as a family unit but also provides wider social benefits in terms of providing care and support in a home environment.
