The principal issue was the potential visual impact on the countryside and existing dwelling, given the site's location in open space/agriculture outside settlement boundaries.
Environment Policy 1
Requires protection of countryside (land outside settlements or not zoned for development) for its own sake, permitting development only if no adverse effect or overriding national need with no alternative. Officer assessed the extensions and garage would not harm landscape character due to improved finishes and minimal change in public views, achieving overall enhancement and compliance on balance.
General Policy 3
Restricts development outside zoned areas except for specific exceptions like replacement of rural dwellings or previously developed land where redevelopment improves landscape. Site qualifies as previously developed land with existing dwelling; proposal tested as improving appearance and environment.
Housing Policy 16
Non-traditional rural dwellings should not generally be extended where this increases public visual impact. Proposal increases size and built form but officer interpreted as acceptable due to material upgrades creating net improvement, prioritising ENV1's landscape protection over strict wording.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Solar panels integration
For the avoidance of doubt the solar panels hereby approved are required to be integrated solar panels (in-roof solar panels) installed so they run flush with the external roof plane rather than being installed on top of the roof tiles/slates. Reason: In the interests of visual amenities of the area and the individual property.
Highway Services Division has no objection to the application as the proposal retains existing site access and provides sufficient parking without creating new highway issues.
