Officer’s Report THE APPLICATION SITE
1.1 The application site is the residential curtilage of 5 Scarlett Road, Castletown, a semidetached dormer bungalow which is to the end of the Scarlett Road cul-de-sac. The plot backs onto the Knock Rushen housing development site. - 1.2 At the rear of the property to the right hand side there is a flat roofed kitchen extension. THE PROPOSAL
2.1 The current planning application seeks approval to replace the existing rear extensions glassfibre flat roof with a pitched tiled roof (Forticrete 10 interlocking concrete tiles in slate grey) which has two rooflights measuring 1140mm x 920mm. The application is down as retrospective, of which the agent has confirmed no work has started on the replacement roof. PLANNING HISTORY - 3.1 There is one previous application which was for "Alterations and additions to provide additional living accommodation, including creation of additional parking space" (16/01395/B) PLANNING POLICY - 4.1 The site lies within an area zoned as residential on the Area Plan for the South 2013.
4.2 Of specific relevance to the assessment of this application is General Policy 2 of the Isle of Man Strategic Plan 2016 General Policy 2 states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.1 Highway Services have No Highways Interest in this application (05.03.2019).
5.2 No comments have been received from Castletown Commissioners at the time of writing this report. ASSESSMENT - 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene.

6.2 The rear garden of the property cannot be viewed from a public highway and as such the proposed new roof and roof lights are unlikely to have a substantial impact on the character of the existing property or the general street scene. - 6.3 Matching the roof tiles to the existing roof of the main house will provide a constant and unbroken appearance through the rear elevation of the property which would provide a uniform appearance throughout. CONCLUSION
7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
