Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to drawing number HQ001/V1, photographs and covering letter date stamped and received 17/12/2018, and 2 x site location plan drawing number HQ002 (A1 and A4) both date stamped and received 18/09/2018.

1.0 THE APPLICATION SITE - 1.1 The application site is the extents of the IOM Post Office Headquarters in Spring Valley Industrial Estate.
2.0 THE PROPOSAL - 2.1 The current planning application proposes the installation of 2m high security fencing along the northern boundary of the site between the post office car park and the side elevation of neighbouring industrial unit Graylaw Freight Terminal.
3.0 PLANNING HISTORY - 3.1 The most relevant planning application is PA 11/00060/B for the erection of 2m high security fencing and gates. This application was approved for fencing around the rear of the site and around the access and egress routes either end of the building. These access points were also installed with security gates. Enclosure of the car park did not form part of this application and as such did not form part of the assessment.
3.1 PLANNING POLICY - 4.1 The application site is within an area designated as predominantly industrial on the Braddan Local Plan 1991. In terms of policy it is important to consider General Policy 2 of the Isle of Man Strategic Plan 2016 in the assessment of this application.
4.2 General Policy 2 (in part):
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

6.1 The proposed fencing is not considered to be an unusual feature within such a commercial and industrial estate as this and therefore visual impact is expected to be relatively low and not to impact the public or general character of the area.
6.2 Following the submission of photographs from the applicant with regards to the layout of the car park it is clearly demonstrated that the car park is bound by an existing pedestrian footpath which runs along the side boundary with Graylaw Freight. The applicant also
7.1 For the above reasons the proposal is considered to meet with the standards of GP2 of the Isle of Man Strategic Plan 2016, not to cause any new highway issues and therefore considered to be acceptable. - 8.0 INTERESTED PERSON STATUS
