Environment Policy 35
Requires development in Conservation Areas to preserve or enhance character/appearance and protect special features. Officer assessed the replacement building as an enhancement by replicating the original design pre-1935 addition, improving the street scene despite some concerns over entrance doors addressed by condition.
Environmental Policy 39
Presumes in favour of retaining buildings positively contributing to Conservation Areas; demolition assessed via condition, repair costs, retention efforts, and replacement merits. Building's disrepair, uneconomic repair, and prior repair attempts justified demolition; replacement found acceptable.
CA/6 Demolition in Conservation Areas
Presumption against demolition in Conservation Areas unless criteria met, applying similar tests as RB/6. Officer applied these, finding compliance due to building condition and replacement merits.
RB/6 Demolition
Sets criteria for demolition including condition, repair costs, retention efforts, and replacement merits. Though not a registered building, criteria applied; structural report and efforts satisfied tests.

SupportWe have viewed the application and not only wholeheartedly support it but also extend our congratulations to the architect.; It is a well thought out and executed scheme - a far cry from the systematic destruction of the interior of the Douglas Steam Railway Station.; We are concerned however at the number of factual errors in the planning statement. This becomes a legal document... and it would be better if corrected and a correct copy substituted
Conditions requested: correct the factual errors in the planning statement and substitute a correct copy
