Strategic Policy 4
Requires protection/enhancement of Registered Buildings and Conservation Areas. Officer found proposals (excluding fencing) protect fabric and setting without unacceptable pollution/disturbance, enabling continued use.
Environment Policy 32
Prohibits alterations detrimental to Registered Building character. Internal/external works assessed as non-detrimental; prior approvals compromised detailing, current minor changes sensitive.
Environment Policy 34
Prefers traditional materials for pre-1920 buildings. Window replacements match existing timber sliding sash; other works use compatible materials like Autumn Gold Indian Stone.
Environment Policy 35
Permits only development preserving/enhancing Conservation Area character. Most works acceptable, but fencing excluded by condition to protect special features against inappropriate development.
Time limit
The works hereby granted registered building consent shall be begun before the expiration of four years from the date of this consent. Reason: To comply with paragraph 2(2)(a) of schedule 3 of the Town and Country Planning Act 1999 and to avoid the accumulation of unimplemented registered building consents.
Parking maintenance
The proposed parking area as detailed in drawing number 13 date stamped and received 20/03/2018 shall not be used for any purpose other than the parking of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
No fencing
Notwithstanding drawing numbers 13 (date stamped 20/03/2018) and 09 (22/12/2017), no approval is granted for the installation or erection of any fencing within the site. Reason: For the avoidance of doubt and to protect the visual amenity and character of the Registered Building and the designated Conservation Area.
No objection to ramp, new pedestrian access, or parking reduction (loss of 4 spaces) due to nearby public disc zone parking; acceptable subject to condition maintaining revised car park unobstructed.
