In this instance, the submitted application for the discharge of condition 3 including AMS- 151123 and after consultation with the forestry officers, who are happy with the level of detail, the application is deemed sufficient to achieve the desired outcome and is considered satisfactory for the planning condition 3 of application 21/01297/B. The agreed protection measures and construction methods are required be adhered to in full and no alterations or variations to the working methods can be made without prior written consent of the Department.

Officer’s Report
1.0 Description
1.1 The proposed application 21/01297/B for land drains (French drains) on the external perimeter of the Chapel of St. Nicholas and along the exterior of the west wall of the Wash House wing at Bishopscourt was approved on 08/09/2023, subject to 3 conditions, some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 3, which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

23/10122/AIR "Prior to the commencement of any works hereby approved, an Arboricultural Method Statement (AMS), adhering to the recommendations of BS5837:2012 (Trees in relation to design, demolition and construction - recommendations), shall be submitted to and approved in writing by the Department. The AMS should address:
Reason: to provide a level of technical detail sufficient to provide a high level of confidence in the outcome for retained trees on the site."
2.0 Proposal
2.1 The applicant's agent has now submitted an application for the discharge of conditions, along with supporting Arboricultural Method Statement AMS-151123, which contains the protection measures, root pruning methodology and aftercare.
3.0 Consultation
3.1 DEFA Forestry team was consulted for advice on the satisfaction of condition. The advice was received on 24/11/2023, after their review of the submitted documents, and concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance, the submitted application for the discharge of condition 3 including AMS-151123 and after consultation with the forestry officers, who are happy with the level of detail, the application is deemed sufficient to achieve the desired outcome and is considered satisfactory for the planning condition 3 of application 21/01297/B.
