NOTE. In this instance of the submitted application for the discharge of conditions, supporting plans, Former Test Centre AMS-031023, TP-031023-P1 and TP-031023-P2, and after consultation with the forestry officers, who are happy with the level of detail, the application is deemed sufficient to achieve the desired outcome and would be considered satisfactory in meeting the planning condition 10 of application 21/01368/B. With the understanding the agreed protection measures and construction methods shall adhered to in full and no alterations or variations to the approved tree and habitat protection scheme or working methods shall be made without prior written consent of the Department.

Officer’s Report 1.0 Description
1.1 The proposed application 21/01368/B for the replacement of the existing vehicle test centre building with a new industrial building was approved on 11/07/2023, subject to 12 conditions, some of which required submission of additional information prior to the commencement of works. 1.2 This report is specific to Condition 10, which the applicants are seeking to satisfy.

23/10113/AIR 1.3 Specific wording of the condition as follows:
"C10. Prior to the commencement of the development hereby approved a tree and habitat protection plan and arboricultural methods statement, adhering to the recommendations of BS5837:2012 (Trees in relation to design, demolition and construction - recommendations), shall be submitted to and approved in writing by the Department. The agreed protection measures and construction methods shall adhered to in full and no alterations or variations to the approved tree and habitat protection scheme or working methods shall be made without prior written consent of the Department.
Reason: required prior to commencement to ensure that all trees to be retained are adequately protected from damage."
2.0 Proposal
2.1 The applicant's agent have now submitted an application for the discharge of conditions, along with supporting plans Ref, Former Test Center AMS-031023, TP-031023- P1 and TP-031023-P2 and which include the working methods for the protection of trees during development as well as two tree protection plans covering the two phases of the development.
3.0 Consultation
3.1 DEFA Forestry team was consulted for advice on the satisfaction of condition. The advice received on 22/11/2023, after their review of the submitted documents, and concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance, the submitted application for the discharge of conditions, Former Test Centre AMS-031023, TP-031023-P1 and TP-031023-P2 and after consultation with the forestry officers, who are happy with the level of detail, the application is deemed sufficient to achieve the desired outcome and is considered satisfactory for the planning condition 10 of application 21/01368/B. With the understanding the agreed protection measures and construction methods shall adhered to in full and no alterations or variations to the approved tree and habitat protection scheme or working methods shall be made without prior written consent of the Department. __ I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
