In this instance of the submitted application for the discharge of condition and Written Scheme for Investigation and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of application 21/01297/B with the understanding that the programme of archaeological work shall be fully implemented in accordance with the approved written scheme of investigation.

Officer’s Report
1.0 Description
1.1 The proposed application 21/01297/B for the proposed land drains (French drains) on the external perimeter of the Chapel of St. Nicholas and along the exterior of the west wall of the Wash House wing was approved on 08/09/2023 subject to 3 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

No development shall take place until the applicant has secured the implementation of a programme of archaeological work in accordance with a written scheme of investigation, which has been submitted to and approved in writing by the Department in consultation with Manx National Heritage. The programme of archaeological work shall be fully implemented in accordance with the approved written scheme of investigation.
Reason: The information is required prior to development commencing as the site is of known archaeological potential and it is important that archaeological remains are appropriately recorded prior to their damage or destruction by the development in accordance with Environment Policy 41 of The Isle of man Strategic Plan 2016."
2.0 Proposal
2.1 The applicant's agent has now submitted a discharge of condition application as well as a Written Scheme of Investigation. The Written Scheme of Investigation includes archaeological context and background, purpose, aims and objectives, fieldwork methods, post-excavation methods and reporting for the approval from Manx National Heritage. 3.0 Consultation
3.1 Manx National Heritage was consulted for advice on the satisfaction of condition. The advice received on 26/10/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application for the discharge of condition and Written Scheme for Investigation and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of application 21/01297/B with the understanding that the programme of archaeological work shall be fully implemented in accordance with the approved written scheme of investigation.
