NOTE. The submitted an application, as well as 2200549 B-Planning Conditions 14 Lighting Mitigation Submission and 2200549 B-Planning Conditions 14 Lighting Mitigation 230914 combined, and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 14 of application 22/00549/B, with the understanding that the approved scheme shall be fully adhered to and retained thereafter.
There shall be no external illumination and no additional lighting of any kind within the building other than that approved within the strategy for lighting.

Officer’s Report 1.0 Description
1.1 The proposed application 22/00549/B for the creation of a parkland campus facility comprising of a head-quarters office building with restaurant, café, collaborative working areas and 66 associated staff accommodation units with associated landscaping was approved on 22/11/2023 subject to 18 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 14 which the applicants are seeking to satisfy.

23/10105/AIR 1.3 Specific wording of the condition as follows:
"C14. Prior to the commencement of the development hereby approved a strategy for lighting within the site must be submitted to and approved in writing by the Planning Authority and the development must be undertaken in full accordance with these approved details. This strategy shall deal with internal and external lighting and to the potential impacts therefrom including the position, number, type and intensity of lighting throughout the site and any other measures required to mitigate any potential impacts therefrom to ensure protection of bats/birds and to ensure appropriate protection of the nearby identified Registered Building/Conservation Area, and shall include a timetable for the implementation of the scheme. The approved scheme shall be fully adhered to and retained thereafter. There shall be no external illumination and no additional lighting of any kind within the building other than that approved within the strategy for lighting.
Reason: To ensure adequate protection of protected species and ensuring appropriate protection of the visual amenities of nearby identified Registered Building/Conservation Area."
2.0 Proposal
2.1 The applicant's agent have now submitted an application as well as 2200549 B-Planning Conditions 14 Lighting Mitigation Submission and 2200549 B-Planning Conditions 14 Lighting Mitigation 230914 combined which cover the internal and external lighting including the position, number, type and intensity of lighting as well as mitigation methods for local ecology and surrounding buildings.
3.0 Consultation
3.1 The DEFA Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 03/10/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application, as well as 2200549 B-Planning Conditions 14 Lighting Mitigation Submission and 2200549 B-Planning Conditions 14 Lighting Mitigation 230914 combined, and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 14 of application 22/00549/B, with the understanding that the approved scheme shall be fully adhered to and retained thereafter. There shall be no external illumination and no additional lighting of any kind within the building other than that approved within the strategy for lighting. __ I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
