Conditions and Notes for Approval
In this instance of the submitted application as well as the Braaid Technical Note and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the following planning conditions:
Condition 3 with the understanding the development shall only be carried out in accordance with the details as approved, and shall thereafter retained as such and condition 4.

Officer’s Report
1.0 Description
1.1 The proposed application 23/00203/B for the to widen an existing vehicle entrance and associated works was approved on 09.08.2023 subject to 4 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 3 & 4 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:
"C3. Prior to the commencement of the development hereby approved, a Precautionary Working Method Statement for breeding birds and common lizards, written by a suitably qualified ecologist, shall be submitted to Planning and approved in writing by the

23/10103/AIR Department. The development shall only be carried out in accordance with the details as approved, and shall thereafter retained as such.
Reason: To safeguard statutorily protected species."
"C4. No development shall commence on site until a landscaping plan has been submitted to and approved in writing by the Department. The landscaping plan shall contain contains details of any planting to be undertaken on top of the lowered bank.
Reason: In the interests of protecting and enhancing the biodiversity of the environment."
2.0 Proposal
2.1 The applicant's have now submitted an application and Braaid Road Technical Note which includes a Precautionary Working Method Statement for breeding birds and common lizards, written by Ecology Vannin which includes methods for to be followed during the works for condition 3. It also includes a report and landscaping plan in relation to condition 4 which contains details of hedging they want to implement on the lowered bank.
3.0 Consultation
3.1 The DEFA Ecopolicy Ecosystem Officer was consulted for advice on the satisfaction of condition. The advice received on 14/09/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application as well as the Braaid Technical Note and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the following planning conditions:
