NOTE. In this instance of the submitted application as well as Bridge House Mitigation Plan, and after consultation with the case officer, who is happy with the level of detail, the submission is deemed sufficient to achieve the desired outcome and would be considered satisfactory in meeting planning condition 2 of application 22/00314/B. With the understanding that the works shall be carried out in full accordance with the approved documents, unless alternative details are first submitted to and approved in writing by the Department.

Officer’s Report
1.0 Description
1.1 The proposed application 22/00314/B for the erection of 2 storey side extension with balcony to the rear and replacement doors and windows was approved on 03/01/2023 subject to 2 conditions one of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 2 which the applicants are seeking to satisfy.
1.3 The wording of the condition is as follows:
"C2. Prior to any works being undertaken relating to the roof, gables or eaves, including any roof preparation or clearance works, a bat mitigation plan including a method statement for

23/10102/AIR construction works on or around the roof spaces shall be submitted to and approved in writing by the Department. These details shall include but are not limited to the following: o Timing of works o Details of supervision and checks by a suitably qualified ecologist - before, during and on completion of works o Details of at least 2 bat boxes suitable for crevice dwelling bats to be installed and details of their timing of installation o Detail about how construction works are to be carried out - such as isolation of loft areas, continued access by bats, creation of a new bat access points (including type, location and number of access points) o Details of roofing membranes to be used o Details of the steps that will be taken should bats be found during works o Detail of how contractors will be made aware of the presence of bats and the mitigation plan to be worked too. The works shall be carried out in full accordance with the approved details unless alternative details are first submitted to and approved in writing by the Department.
Reason: To ensure suitable mitigation is in place to safeguard bats."
2.0 Proposal
2.1 The applicant's have now submitted an application supported by Bridge House Mitigation Plan,, composed by Manx Bat Group, which covers a description of the property, the planned works, and mitigation requirements for roost mitigation, building works and lighting.
3.0 Consultation
3.1 The DEFA Ecopolicy Officer was consulted for advice on the satisfaction of condition. The advice received on 05/09/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance, the submitted application as well as Bridge House Mitigation Plan, and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory to meet planning condition 2 of application 22/00314/, with the understanding that the works shall be carried out in full accordance with the approved document, unless alternative details are first submitted to and approved in writing by the Department. __ I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
