NOTE. In this instance of the submitted application, Ecological Mitigation Plan, EMP Appendices combined as well as EMP Appendix 05 Timeline and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 13 of application 22/00549/B with the understanding that all the agreed measures shall be adhered to in full prior to the occupation/operation of any building.

Officer’s Report
1.0 Description
1.1 The proposed application 22/00549/B for the creation of a parkland campus facility comprising of a head-quarters office building with restaurant, café, collaborative working areas and 66 associated staff accommodation units with associated landscaping was approved on 22/11/2023 subject to 18 conditions some of which required submission of additional information prior to the commencement of works.
1.2 This report is specific to Condition 13 which the applicants are seeking to satisfy.
1.3 Specific wording of the condition as follows:

23/10101/AIR "C13. Prior to the commencement of works on the development hereby approved an Ecological mitigation plan, shall be submitted to the Planning Authority for written approval, which will include the following;
o Details of bat and bird boxes to be installed around the site, including on trees and buildings. Details should include the numbers to be installed, their location and type, and timescales for their installation - boxes on the retained trees should be installed prior to any further vegetation removal. Bat boxes should include boxes suitable for both crevice and cavity roosting species and bird boxes should include both open fronted and entry hole boxes; o Further details about the construction and maintenance of the wildlife pond; o Details of stumpery/log pile habitats to be created around the edge of the site; o Details of a new bug hotel/s which are to be created on-site; o Details of at least 5 habitat planters to be installed around the site; o Specifications for the brown roof, including a species list suitable for the Isle of Man; o A timetable for the implementation of these mitigating measures.
All the agreed measures shall be adhered to in full prior to the occupation/operation of any building.
Reason: To ensure a net biodiversity gain and all environmental legislation and policy is adhered to."
2.0 Proposal
2.1 The applicant's agent has now submitted an application, Ecological Mitigation Plan, EMP Appendices combined and EMP Appendix 05 Timeline, which cover the details requested within the original condition, including details of bat and bird box numbers, locations and types, additional details on the construction and maintenance of the wildlife pond. Along with details of log pile and bug hotel habitats around the site, information regarding the brown roofs and a timescale of implementation of the mitigation measures.
3.0 Consultation
3.1 The DEFA Ecopolicy officer was consulted for advice on the submitted documents. The advice received on 05/10/2023, after their review, they have concluded and confirmed that the information satisfies the relevant clauses.
4.0 Recommendation
4.1 In this instance of the submitted application, Ecological Mitigation Plan, EMP Appendices combined as well as EMP Appendix 05 Timeline and after consultation with the case officer, who is happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory to meet planning condition 13 of application 22/00549/B, with the understanding that all the agreed measures shall be adhered to in full prior to the occupation/operation of any building.
